学院的前身是1958年成立的新疆艺术学校。1960年升格为新疆艺术学院。1962年又调整为新疆艺术学校。1987年经原国家教育委员会批准恢复成立新疆艺术学院。2000年学院被评为“全国学校艺术教育先进单位”，被自治区教育厅批准为“新疆大中专院校艺术师资培训基地”。2002年学院通过了国家教育部“本科教学随机性水平评估”的合格验收；2007年接受国家教育部本科教学工作水平评估，我院本科教学工作的评估结论为优秀。

目前，学院分东、西两个校区（西校区为中专部办学基地），共占地110098.16平方米。大学部建筑总面积69251.57平方米，教学行政用房总面积47781.57平方米，图书馆4560.19平方米，体育场馆8176.54平方米。馆藏纸质图书118668册，音像资料14892盘，电子书籍27153片。

学院设有音乐、美术、影视戏剧、舞蹈、文化艺术管理系、附属中等艺术学校以及预科、公共文化课两个教学部，设12个职能处（室）；另外还设有新疆民间美术研究所、新疆民族音乐研究中心、西域佛教文化艺术研究所、民族乐团、青年交响乐团、合唱团、大学生艺术团和新艺演出团等科研、演出机构。

学院的学科涵盖了音乐学、美术学、戏剧戏曲学、广播电视艺术学、传播学、广告学、舞蹈学、行政管理学等8个二级学科，2003年音乐学被评为自治区艺术类唯一的重点学科。

经过几代人的努力和学科专业的不断整合，学院有普通本科、成人专升本、成人大专、中专（附中）等办学层次。设有普通本科19个专业（37个方向），现有在校生3179名。目前，我院已成为新疆民族艺术专业齐全，办学实力雄厚的民族艺术教育基地。

大学部现有专任教师247名，其中，教授15人，副教授68人。专任教师中现有博士、硕士74人,享受国务院特殊津贴专家7人，自治区教学名师1人。在学院的发展过程中，既有一批不畏艰难困苦、鞠躬尽瘁的艺术教育事业的拓荒者，又有一批承先启后、甘于清贫、乐于奉献的专家、学者，更有一批继承艰苦奋斗精神、立志为繁荣边疆少数民族文化艺术事业奉献毕生精力，掌握了学科前沿和丰厚专业知识与技能的中青年骨干教师。目前已形成一支结构合理、素质优良的师资队伍。
