黑龙江东方学院于1992年创建，是改革开放后由几位离退休教育家创办的民办普通高校。1993年8月，参加全国统一高考招生招收专科生；1995年4月，经原国家教委批准具有专科学历教育资格；2000年8月，在全国统考考生中招收本科生，与黑龙江大学合作办学联合培养；2003年4月，经国家教育部批准升格为本科普通高校；2007年10月，经黑龙江省学位委员会批准获得学士学位授予权。
