按照国务院提出的“严格制度、严格管理、严格责任”,垂直管理体系边组建、边运行、边完善。先后出台130余项规章制度,建立起较为完备的规章制度体系,覆盖收购、储存、调运、加工、销售各业务领域,财务、资产、信息、人力、内控各管理环节。近两年,系统实施人、财、物“三条垂直线”管理,建立起严格的人员编制管控,推行预算管理、资金日预算、银企直联,建成“集团公司-分公司-直属库”三级质量监督检查体系,集团管控体系成型。建立中央储备粮正常轮换机制,探索集约化轮换购销经营体制,强化轮换计划刚性约束,实现常储常新。围绕做实数量质量、做实基础设施维修改造、做实仓储管理标准化、做实科技储粮、做实包仓制“五个做实”,夯实“两个确保”基础,推进仓储管理走向规范化和精细化。在国家有关部门的支持下,划转上收国债资金建设的粮库,加大基础设施投资力度,总仓容、罐容接近1亿吨,直属库点布局和技术装备水平明显改善,中央储备粮自储比例提高至85%。智能化粮库建设实现直属粮库全覆盖,委托收储库点上线运行政策性收购“一卡通”系统,提高管理信息化智能化水平。

中储粮集团公司实行两级法人、三级架构,总部位于北京,截至2017年底,已在全国设立23个分公司,人员、机构和业务覆盖全国31个省、区、直辖市,另有5家全资或控股二级子公司和1家科研院所。分公司根据集团公司的授权委托,负责管理辖区内的中央储备粮和直属库。直属库作为第三级管理单位,是独立核算、自负盈亏的法人实体,其领导人员、财务和国有资产由集团公司统一管理。截至2015年底,中储粮已将直属库整合到344家,整合后的直属库在区域内实行统一经营管理,其所属分库法人资格被取消。
